I hold a computer with Windows XP that have a serial port, but no USB port. I need a USB, but don't own the money to by a card or a USB to Serial cable. Is there a route to splice cords and put a serial and usb together? If so, which wires would go to which pins. Help please. I will choose a best answer if it works.

USB to serial is the disparate of what you are asking for - it will make a serial port out of a USB port.
You can't product a USB port out of a serial port - they are much older than USB and run much slower, not to mention voltage issues.
you cannot do that I am sorry. The nouns of data is far different between the serial and the USB environment. But I will try my best to help you procure a cheap card.
