You cannot a short time ago do a straight VGA to standard RCA conversion cable.
You would need to create a converter device to changeover the signal from VGA to a signal that RCA can recognize. VGA and RCA are incompatible.
Now, VGA to RGB RCA is a possibility, here is the Schematic for that:
