How do you maintain the usb on when the computer is off?

As far as I know this is unattainable.
Although I am sure you can buy usb ports and holds that plug directly into the mains.

I don't believe this is possible. I would suggest buying a +5v adapter to manufacture a charger or buy one pre-made if you're trying to charge one of your devices. Another alternative would be a powered USB hub.
If you're more tech savvy and don't mind reading a bit on the subject, there might be a pin you can bounce or a BIOS setting you can change on your motherboard to brand USB ports run on standby power (+/- 5v) or normal power. Standby power is other available, as long as your computer is plugged.
Buy a usb splitter with a transformer ( power stays on when computer is stale )
